Art, in all forms, is immensely subjective. I don’t know if anybody can give universal reasons why something should be categorized as “good” or “bad”.
I certainly do not have that understanding. Some photographs touch us emotionally, more deeply than others.
There are many reasons why this could be, including; choice of subject matter, technical excellence, aesthetic pleasure, personal resonance, intellectual curiosity, etc.
